TRENZA SIN CABO: INTERPRETACIÓN ANTROPOLÓGICA DE LA POLÍTICA PÚBLICA DE FORMALIZACIÓN MINERA

Resumen

Desde el campo “antropología de la política pública”, la presente investigación busca interpretar los signifiados e implicancias culturales de la implementación del proceso de formalización de la pequeña minería y minería artesanal (2002 – 2019) planteado por el gobierno peruano. Para tal efecto me pregunto: ¿existen condiciones para que las estrategias de implementación del proceso formalización, por parte del gobierno peruano y los gobiernos regionales, logren sus objetivos? La hipótesis que desarrollo es que la política de formalización minera es inefiiente y no promueve condiciones para la satisfacción de los usuarios, ya que no es una prioridad para el gobierno central, contrariamente si es una preocupación de primer orden para los gobiernos regionales y población minera involucrada en esta dinámica social. Es evidente la ausencia de un enfoque cultural en la política pública, la que simbólicamente puede representarse como una trenza sin cabo.

Abstrac
Building on the anthropology of public policy, this research seeks to interpret the cultural meanings and implications of the implementation of the formalization process of small-scale mining and artisanal mining proposed by the Peruvian government between 2002 and 2019. It asks the following questions: are there suffient conditions for the regional governments’ strategies of implementation to achieve their objectives? Th hypothesis developed is that the policy of mining formalization is ineffient and does not promote conditions for user satisfaction, since it is not a priority for the central government, though it is nevertheless major concern for regional governments and the communities of miners involved in this social dynamic. Th absence of a cultural approach is evident in public policies that can be symbolically represented as a braids without end.
