CONCESIONES MINERAS, COMUNIDADES CAMPESINAS Y CONFLCTOS SOCIALES EN LA REGIÓN DE PUNO

Resumen

Las concesiones mineras en la región de Puno se han ido incrementando paulatinamente y a pesar que ha tenido una baja, aún se mantienen. Consideramos que uno de los principales factores que ha llevado a la disminución de las concesiones son los conflctos sociales y ambientales producidos en la región debido a que diversas concesiones mineras han recaído en terrenos comunales. Éstas comunidades afectadas vienen mostrando su malestar debido a que consideran que las concesiones otorgadas por el Estado no son legales debido a que no fueron consultadas oportunamente y por ende, estarían siendo afectados en la disposición de sus terrenos superfiiales; sin embargo, existe una confusión acerca de la naturaleza del proceso de concesión minera motivo por el cual se estaría gestando el inicio de nuevos conflctos sociales entre los titulares de los predios superfiiales y los titulares de las concesiones mineras.

Abstract
Mining concessions in the Puno region have been gradually increasing, and although it has declined, they are still maintained. We consider that one of the main factors that has led to the decrease of the concessions are the social and environmental conflcts produced in the region due to the fact that various mining concessions have fallen on communal land. Thse affcted communities have shown their discomfort because they consider that the concessions granted by the State are not legal because they were not consulted in a timely manner and, therefore, they would be affcted in the disposal of their surface land; However, there is confusion about the nature of the mining concession process, which is why the start of new social conflcts between the owners of surface properties and the holders of mining concessions.
